i'm jessica kartalija. here's what people are talking about today. breaking news this noon, ann arundel county's police chief stepped down. mike hellgren is in the news room with the latest details. >> reporter: the state prosecutor announced he's dropping a criminal investigation into james tier because tier decided to retire. it will become effective august 1st. police say he will not do any interviews. he faced questions over how much he knew about acquisitions his boss, john leopold, illegal ly used the state database. he was he has all along denied wrong doing. leopold is accused of making officers wait while he had sex

with a county employee in a parking lot and using his officers to conceal that. back to you. >> thank you. moments ago mr. leopold issued a statement saying the chief is retiring to spend more time with his family and he wishes him the best of luck. another developing story. baltimore board of estimates votes to approve the mayor's request to give city fire chief a pay raise. wjz is live. derek value court has reaction to the decision that came down this morning. >> reporter: the initial pay raise amounts to about $61 a week, but that is enough money to anger some critics who say that any raise is too much. >> just days a of the closure of two fire companies due to budget con straights the city's board of estimates in a three to two vote granted to grant the mayor's request to extend the fire chief's con trabt until 2018. -- contract until 2018.

baltimore city -- excuse me, a baltimore city firefighter with 12 years on the force. they are both facing gun and prostitution charges. the city police department is making head lines after baltimore's police union calls for an over hall of the department. it calls the crime management strategy out dated and it's proposing changes. it says it will boost officer moral and reduce crime. among the union proposals is a recommendation that more officers be directed onto patrol units which respond to 911 calls. the mayor says the suggestions will be reviewed. a retired principal is found murdered in florida. two people are charged with his death. ron matsz is in the news room -- matz is in the news room with more. >> reporter: 76-year-old william norman was the first principal of chesapeake high school and spent three decades in the school system. his body was found floating in a canal with a plastic bag sealed with

tape over his head. two 19-year-olds are charged with premeditated murder. police say the men admitted to heating norman and rolling him into the water. money was the motive. one of the suspects rented a house from norman. >> he was principal in the 1983. in today's campaign 2012 report, candidates usually talk at rallies filled with supporters. that's not the case for mitt romney today. he's speaking at the annual naacp convention. most members of the civil rights group are supporting president obama. as danielle nottingham reports, the likely republican nominee is making his case for why they should reconsider that vote. >> mitt romney took the stage at the naacp annual meeting in houston, texas with a message for black voters. >> if you want a president that will make things better in the
